Economic Policy Review – Monthly Overview
July 9

Public Satisfaction and Currency Board
One can hardly question the positive effects of the currency board on the economy and income in Bulgaria. Probably, this fact explains why the fifth anniversary of the currency board past without the typical criticism of the system. The analysis “Monetary Policy: Five Years Bulgarian Currency Board” by Martin Zaimov and Kalin Hristov, which was published (or just excerpts) in many magazines and newspapers, lists all reasonable arguments in favour of the currency board. Some of them are listed below, organized in way that takes into account readers’ political preferences.

The balance for business one year after the general elections
The work of this government started with the announcement of its intentions by Mr. Saxe-Coburg Gotha during the third week of August in the previous year (see issue 37, 2001). The Parliament followed suit relatively late, in October, the establishment of which will be remembered as the most sluggish since 1990. The assessment of the work of the Cabinet and the Parliament should consider the developments in the following areas: Macroeconomic Environment, Sector Policies, Government Attitude toward Business, Rights and Private Property.

How Can We Do with the Social Security System?
In response to our criticism of the project for minimum levels of social security insurance payments, the social minister Lidia Shuleva asked us how to solve the problem with the non-payment of social contributions by the informal sector of the economy. We would like to offer several possible solutions to the above-mentioned problem. These solutions focus on long run positive effects and a time horizon of 2010 or even 2030. The search for a partial and/or provisional solution will quite possibly turn out to be inefficient and expensive.
